Pennsylvania does not require a statewide locksmith license
Pennsylvania is one of the 35 U.S. states without a statewide locksmith licensing requirement. The minimum-viable Pennsylvania startup checklist

- State sales-tax registration. Even though locksmith work is mostly a service, most states require tax registration for any business that may sell parts (locks, keys, smart-lock hardware).

- Liability insurance. $500–$800/year for a one-truck residential locksmith. The single most-skipped step by new locksmiths, and the single most-likely to end the business after one bad job.
- Vehicle insurance commercial endorsement. Most personal auto policies do not cover work-use driving. The endorsement adds $200–$500/year and is non-optional.
